Tempest starts by changing the normal Cleric play pattern through Domain Spells; Bonus Proficiencies; Wrath of the Storm, giving the subclass its first clear mechanical identity.
Later features such as Channel Divinity: Destructive Wrath, Thunderbolt Strike, Divine Strike expand that identity at higher levels, so the subclass has a clearer role in combat, exploration, utility, or support.
