Can Astral Elf be used in every D&D Portal campaign?
No universal campaign availability should be assumed. Astral Elf is a published Spelljammer species, but publication and campaign permission are separate. Party 1 may use Astral Elf only when the character is connected to that campaign's observatory storyline.
Published does not mean universally enabled
Spelljammer publication establishes the source and mechanics, not automatic availability in every campaign.
Party 1 restriction
For Party 1, the character must be connected to the campaign's observatory storyline.
Other parties need their own availability state
The Party 1 restriction applies only to Party 1; other parties use their own campaign availability.
Do not alter the species mechanics to express availability
A restriction on who can select Astral Elf is different from changing Starlight Step, Astral Fire or Astral Trance.
The restriction changes availability, not mechanics
The Party 1 condition determines whether the species can be selected in that campaign. It does not alter Starlight Step, Astral Fire, Astral Trance, or the other published Astral Elf traits.
