Does Acid Splash use touch AC in D&D 3.5e?

Yes. Acid Splash requires a ranged touch attack in D&D 3.5e, so the caster rolls against the target's touch Armor Class rather than its normal Armor Class. Armor, shield, and natural armor bonuses do not apply to touch AC, while modifiers such as Dexterity, size, deflection, dodge, cover, and other applicable defenses can still matter. Acid Splash is therefore often easier to land against heavily armored creatures, but it is never an automatic hit.
